3. Water Absorb gives it 2 immunities, letting it blank Bruxish entirely
4. It has Sucker Punch and decent attack, making it the strongest priority user in the tier.
Cacturne could really use an evolution, though, or at least +40 to its speed stat. Masquerain got a +40 BST buff in Gen 7, and even with +40 speed Cacturne's BST would only be 515.
