Remember that Garm takes damage from recoil and rough skin losing a good 25% of it's health if it uses flare blitz. Not to mention it's even worse if stealth rocks are on the field because when you inevitably force it out it'll have to take a good chunk of damage.
252 Atk Gorilla Tactics Darmanitan-Galar Icicle Crash vs. 252 HP / 252+ Def Toxapex: 59-69 (19.4 - 22.6%) -- possible 5HKO
Toxapex has regenerator meaning it can easily switch out and heal off the damage that Garm inflicts on it. Baneful bunker is also a thing.
Slowbro can do this as well Albeit without baneful bunker but in return you can easily gain momentum with teleport.

Even fully offensive dragonite can take multiple hits from it and hit it back hard in return

This isn't even getting into the numerous other methods of dealing with Darmanitan Galar, I already mentioned Stealth rock but you also have scarf pokemon, Priority because Garm is pure ice and isn't defensively great.
252+ Atk Choice Band Rillaboom Grassy Glide vs. 0 HP / 0 Def Darmanitan-Galar in Grassy Terrain: 384-453 (109.4 - 129%) -- guaranteed OHKO
Scizor Can accomplish the same thing.
0 Atk Technician Scizor Bullet Punch vs. 0 HP / 0 Def Darmanitan-Galar: 264-312 (75.2 - 88.8%) -- guaranteed 2HKO
And that's without investment Needless to say Scizor also has the advantage that it can switch into Icicle crash without much difficulty as well.
