The idea that a hard mode is unlocked after beating the main campaign is not remotely strange and along with Pokemon's heavy focus on multiplayer it was implemented fine (if anything it's weird there was an easy mode that's locked to after the main campaign).
Also most games do difficulty settings by just multiplying enemy HP whereas BW2 hard mode actually gives fights new strategies even if there was a bug with the stats.
The actual problem and the reason they don't care to do it anymore is because they realized nobody except the tiniest .001% of loudmouthed faggots care about the difficulty of these games and would probably prefer they be button mashingly easy so they don't have any obstacles exploring the world and catching all the cool monsters. If you want difficulty go play one of the hundreds of games out there that make it an actual focus or play online
