It's not that hard to fix it, either. Swap Speed and Special Attack, replace Rivalry with Strong Jaw, and give it access to Zing Zap and/or Volt Tackle and it's instantly a usable threat.

At least ROM hacks and fan games correct this shit. But unfortunately they usually make Luxray Electric/Dark because "black fur".

There is NOTHING that suggests for Luxray to be a Dark-type Pokémon.

Unovan Zoroark is Dark because it uses trickery in the form of illusions.
Spiritomb is Ghost/Dark because it's a collection of evil and malevolent spirits.
Kingambit is Dark/Steel because it kneels do the target lets its guard down before attacking.

Electric/Dark Luxray is a stupid meme.

The problem is that Game Freak hates monotype except for mono waters. If Mono types has stronger STAB as compensation for only have one STAB them people wouldn’t be so obsessed with making Luxray Electric/Dark

Yeah, but for Pikachu to have it, first it needs to breed with another Pikachu that holds a Light Orb (a stupid item that helps Pikachu, AND ONLY PIKACHU, when it should've helped his entire line), and the first one to have it is Pichu.
So if anything, Volt Tackle is Pichu's exclusive move, because you wouldn't have it otherwise.
