Not counting overleveling, 90% of all the "reliable" methods of beating her can just go down the drain due to repeated flinches.
The only mons that actually outspeed Miltank this early on is Kadabra and Alakazam.
For Mons like Machop and Geodude that get brought up as answers to Whitney, you need to bait her into a Rollout for reliable victories.
