They said they wanted to give megas to older, more stablished pokemon rather than newer ones. They made a couple of exeptions obviously.

The same logic was later reverted for Gigantamax. Some mons where conceived with that form in mind from the beginning

There is no rule that says this. Game Freak is just awful at managing this series. Any respectable dev wouldn’t have left so many glaring issues remaining from Gens 1-3.
