Base - Rocket era had a lot of quiz/mini game styled cards. Wish they brought them back.

This could be an easy challenge if you are playing purely a monotype build, but against Lugia VSTAR where you are running multiple mons this could be very hard.

also, for what it's worth, trying to base it off gen 2-5 is entirely too broad- gen 5 in specific was basically the start of the modern game and 4 laid the framework

There are abilities you have to declare the effect of, this is what would trigger the card. See Power Spray from the DP era but replace the word Poke-Power with Ability. The concept applies.
