Even ignoring that, baby Pokémon are essentially just the original Pokémon but less. So they are basically obsolete by design.
Even ignoring that, gen2 the absolute worst time to have baby pokemon. Fans are always harsher on second installments due to not being the precious “first child”, and Pokemania made the gen1 roster untouchable icons, the expectations were sky-high, what idiot thought that bloating gen2 with useless babies was a good idea. Especially on the “edgy” late 90’s, early 2000’s.
Even ignoring that there’s also practicality, they only got to have 100 new Pokémon in Gen2 due to technological limits ans Dexit not being a thing, Instead of something that people actually want more like ghost types/dragon types, evolutions for the single stage Gen 2 Pokémon we got stuck with babies
Johto stuck being the “baby” region, which is probably the reason why game freak skips over the gen2 starters whenever there’s a cool new battle gimmick or opportunity for a buff.
