>>53933709The real answer is that his NPC appearance in Gold/Silver was the first time a player character had actual dialogue and they decided that all main characters would be silent protagonists. Only with the release of Ruby/Sapphire the player characters could appear as an NPC in the form of your rival, and GF obviously gave them dialogue because otherwise they couldn't really fulfill the rival role well (even if it would be funny). In many games since the player character of the other gender has made NPC appearances with dialogue. Then there's HGSS, where Red reprises his role. They decided to keep his dialogue faithful to his original appearance (just like how it's always Red at Mount Silver and never Leaf, even though this is post FRLG). His quirk of only talking in elipses became his defining trait and was carried over to SMUSUSM and LGPE and even to Masters, which gave all other player characters dialogue.
