so, how can rampardos escape lycanroc's shadow? well, you can't simply give it more speed because lycanroc has that in spades AND has sand rush.
so it needs to lean as hard as possible into being a recoil-focused wallbreaker: it needs to have rock head and flare blitz, as well as wild charge. it already learns a great deal of fire and electric moves, so these are reasonable changes.
but that's not enough, because it would still be dead weight against offensive teams. so it needs accelerock as well even though that overlaps with lycanroc. this isn't exactly fitting, but it's necessary.
slow, frail wallbreakers that hit ungodly hard and have priority have already been proven to work in high tiers (crawdaunt), and while rampardos will never make it to OU due to its typing, it might find a niche in lower tiers with those changes.
