He didn't catch many pokemon.
He didn't even USE most of his pokemon aside from filler rocket battle or mundane tool use.
He never participated in any gym, contest, or anything his other friends were interested in.
He had no real GOAL for his entire screen-time -- even Misty at least entered a Water Cup in Johto.
He was such a joke of a character, the fucking Giratina movie makes a jab at how much he gets left behind in the DP movies because the writers actively disliked forcing him into DP.
Say what anons will about Cilan, but at least he involved himself in each episode, had a *tangible* goal that was brought up often (with his own rival even!), had his pokemon out and interacting with all the others frequently for great b-roll footage, interacted far more often with Ash & Iris than Brock did with Misty & Ash, and had more of a character than being a one-note gag whose Groagunk was more popular than him.
