Mega Gengar was busted so they nerfed a random aspect of Gengar; other busted megas like MegaKhan or MegaMence had an obvious way to nerf but Gengar only really had his pre-mega ability.

It lost levitate, because when they moved to 3D, they stood Gengar's model on the ground, as they'd shown it standing on the ground in its sprites and realised they'd fucked it by giving it Levitate in the first place.

Its not really a fuckup as literally in all media even before abilities Gengar was actually generally shown in the air. Hell current Gengar is still shown to float most of the time.
And Crystal literally shows him "erasing" his legs to flex.

It even jumps about in its HGSS/BW2 sprites PROVING it makes contact with the ground. Shut the fuck up if you can't learn by osmosis after almost 30 fucking years.

There IS a separation of lore and gameplay kid. This is now one of them. It's a ghost and can do ghost-type things. But it can't float like other ghosts that DO actually float, so the ability that makes it so it can got removed.

And not being able to learn fly, yet being able to fly is also the feature of multiple obviously flying mons in Pokemon.

If gengar can't float, then why can he float in other media? Why did they design Mega Gengar with the clear intent to ground him?

The ironic thing is that they removed levitate from Gengar in SM, aka the one time they actually DID animate it levitating in the games. The player is forced to get a photo of Gengar for the ghost trial, where it’s shown flying around inside the abandoned mart.

Also just some proof about Mega Gengar being considered a nerf target in SM.
While I'm too lazy to dig around for any mention of the levitate change, they explictedly list destiny bonds nerf as a nerf to mega gengar in the leaks.

No that was gen 7, which was the actual rebalance gen.
From good buffs(Torkoal/Peliper weather), random system changes(confusion is sub-50%, crits nerfed) and of course buffs that come off some random shit someone did after snorting cocaine.
Like adding 15 SpD to Ariados.

Mega Gengar was considered a busted mega to gamefreak so Gengar had to take the hit as Shadow Tag isn't really feasible to nerf.
