Seriously, every type in the TCG has plenty of 3 stage lines to choose from except electric. Every set had Luxray because of this (yea I know magnemite and electross exist, but compared to all the starter lines for grass fire and water, and the fact that "psychic" and "fighting" cover multiple types while electric doesn't, electric lacks 3 stage lines by the way the TCG handles types)
pokemon is not just vidya, but a multimedia empire, so I can see the TCG guys putting in a request during design. Or maybe they just wanted a3stage pikachu clone this time just to shake things up a little.
