Chimchar is a good choice because fire types are rare in Sinnoh and his second type is Fighting which is really useful, but Piplup is also a good choice because Sinnoh is heavy on the HMs and at least Piplup can take care of Surf and Waterfall (of course there are other water Pokemon that can take care of this)

There is lot of backtracking but I enjoyed it even now when I replayed it recently.

Honestly, I think you should take the starter you like the most, unless you're planning on doing a nuzlocke on your first run.

Consider getting the rotom, they're pretty cool

I just forgot about that side area before you posted Marley. When I think of Sinnoh's post-game I mostly remember the Battle Zone.

All 3 starters are very good, you can’t go wrong with any of them. If you want a Fire type, thankfully Platinum lets you choose from the Houndoom and Magmar lines as well, aside from just Infernape and Rapidash. Definitely catch a Bidoof, Bibarel can learn the vast majority of HMs. Staraptor and Luxray are great early route Pokémon, but you don’t have to use them, of course, there’s plenty of other options (you get a Togepi and an Eevee gifted to you in Platinum, alongside the gift Riolu that was already in DP).
