A lot of that literally comes from Kanto mons being slapped together; Rhyhorn and Rhydon literally predate evolution being a thing they were considering.
Its super apparent when it is mons built with evolution in mind generally.

Its not a real "design shift". Hence why that can coexist with fucking Grimer=Muk and such.
