Not surprising, of course the Unovan starter was going to be the best one. Game Freak has always loved Gen 5 mons, that's why they gave them an entire game to themselves and made so many to them so good in comp instead of forcing them to live in KANTOOOOOs shadow.
Hell Oshawott in particular was pretty much already a shillmon (even CHARIZARD only has one manhole cover)

Unovan did lai before the regional variant existed but the anime + later 3D games does post draw slashes instead

It got stats buff while Typhlosion and Decidueye speeds are nerfed.
It got brand new ability for HA, while other two having old abilities like scrappy and fucking frisk!
It got broken signature move that is boosted with sharpness, while triple arrows might be work better with fast mon and h-typhlosion have just another hex but with burned status chance.
Samurott is mostly japanese culture designed mon. Nah. H-Samurott is the PLA starter Shillmon with dark second typing
