Ironically this one wraps around to being at least a little sane at the end. Seviper was clearly made because of Zangoose but it's the same typing and concept as Arbok otherwise.

The addition of abilities allowed them to give it a drastically different gameplay gimmick

this was back when Game Freak was actually creative instead of shitting out Pokemon that were ACTUALLY redundant like most of gen 5
