It's only supposed to be farmed for Heart Scales so you can reteach your other Pokemon moves which they've forgotten or moves that were replaced by HMs. Its only purpose was basically to advertise the new move reminding feature that was introduced in RSE. GSC technically has the feature via Stadium 2, but Gen III was the first Gen where remembering moves didn't require a separate console. Stadium II was also really strict regarding the move reminding feature:
"While Generation II has no formal Move Reminder, in Pokémon Stadium 2, after defeating the Elite Four and Champion at the Gym Leader Castle, the player will be allowed to reteach a move to one of the Pokémon that was involved in the battle, there are some requirements, though: the six Pokémon should come from a Generation I or Generation II core series game, they can't be registered and the player has to beat the Elite Four and the Champion in a single sitting (i.e. without using the Suspend option). This is the only way in which Pokémon like Mewtwo can learn moves like Disable in Gen I. In Generation IX move remembering is accessible from the menu."
