In order to unlock the final rematch against the rival in HGSS you have to fight a multi battle alongside him against Clair and Lance, which use Pokémon at their rematch levels. For some reason, to assist you he only has his starter, Crobat and Gengar for this fight, so adding the fact that the AI targets him mostly, it's likely you'll end up in a 2v1 scenario. But then after you finish this, you actually do the rematch against him and:
>Still no Weavile, no ice punch or ice shard
>Still no Magnezone (somewhat justifiable due to being no evolution method in HGSS), Magnet bomb on Magneton
>Gengar with Dark Pulse
>Crobat with Air Cutter instead of Air Slash or a physical move
>Typhlosion with Rollout if you chose Chikorita
And the worst part of all, you have to beat Lance's 68+ level Pokémon to be able fight this team which is barely stronger than most gym leader rematches. Chances are, you're gonna be overleveled for this fight. Compare this to the original GSC where in the final rematch, he was actually as strong as Lance and one of the strongest rematchable trainers (at fucking level 50)
