This, though to be fair the game does a terrible at showcasing Rose's motivation.
It only really becomes apparent in the DLC after hearing Peony's backstory and how Rose apparently took over the League out of sheer spite.

That's what I've always thought too. He basically had a captive audience since everyone was watching on tv and in the stadium. I do wish they would have made it more prominent that he was an attention whore before he released Eternatus. I feel like it would have made him seem less dumb and made the whole thing seem less sudden as well.

Well, yeah, it wasn't. They don't actually do anything bad until Rose pulls his stunt. The corporate worship of Rose is creepy but nothing out of place since Galar has so many weirdos as it is.
Even the raid on Rose's tower was completely unwarranted since it was based solely on Leon being late for lunch.
