Lucario was everywhere in DP, was a free giftmon, appeared in multiple important fights, was the main mon in the demo for the game and appeared all over spin-off/anime media before its gen was even out. You basically couldn't go anywhere without seeing it, while Zoroark was completely locked and hidden away despite their clear intent to shill it.
