Easy as pie.
>make Sinnoh sculpted (ala SwSh)
>expand the regional dex so that it contains all the Gen4 and later gen evolutions being able to caught before the post game (ala PLA and Sylveon and the Gen4 mons)
>have Sinnoh regional variants to help balance the dex better (two suggestions of mine would be to have a rock-fire coal themed Geodude who turns into a steel-fire diamond themed Golem, and have a Psyduck variant that's water psychic that evolves into a dark psychic bancho style Golduck)
>fix the gym leaders' teams using the new regional variants
>Remix Cynthia's overworld and champion themes to make her a new, better champion theme
>have amity square not be racist
>have infinite TMs
Or if not, have Gym Leader rematches give you 3 more of their TMs
>have rotom be catchable immediately
>have Palkia AND Dialga play a role in both versions' story but in reverse of each other
>have Giratina be the secret "hidden" big bad boss that you fight after Cyrus's team using his AI so that you basically fight Cyrus with 8 pokemon
You may have noticed I'm just describing PLA, the superior and monkey's pawed Gen4 remakes.

The Grand Underground's expanded mon availability is a great idea, but it's only 50% of the solution when your opponents aren't able to reap its benefits as well and you end up fighting the same Geodude and Machop families all the way to the champion. (I also find it odd that Professor Rowan isn't interested at all in the massive cache of previously-unseen mons lurking under Sinnoh)

if they were going to ignore the obectively better third version the least they could have done was actually attempt to function as a sidegrade

They added that, like the legendaries collection post-game, lvl 100 Giratina fight and much better rematches (and tower). Following pokemon too.
Frontier aside, BDSP is already sidegrade to Platinum with better QoL
