It looks like it was designed to be a plushie, that's most likely the intention too, Pokémon is a lot less souless now.
This design also doesn't look horrible, it looks okay in game as the animations bring it to life and give it character, and I would say neither is objectively better, but the design choices on the older one makes more logistical sense. That is my opinion.
