I wish I knew. Considering how they made a big deal about Gen 3 being “cool” to make up for how “babyish” Gen 2 was having MORE babies makes no damn sense all.
Maybe Game Freak just doesn’t know what the they’re doing

To make kids who's first games were RES think the Marril line was Gen III
In retrospect, it's crazy how much Marrill was shilled pre gen II in the anime, promational material and the wholee Pikablu remours but it rarely appeared in the Johto anime no trainer uses it in GSC and it's found in a cave 90% of people surf to skip

Back when the point of the game was to "catch 'em all", the idea was to make Gen 2 pokémon more exciting to find. You KNEW Marill could be found somewhere- but where?

Besides, making Azurill for "diversity" still makes no sense because Marill was already very cute- if anything, Azurill is LESS cute- and there were plenty of other cute pokémon in the same area.

In fairness it's easy to forget even Chimecho exists, even though it was in the anime at one stage
Pikachu and Jigglepuff feel like first stage/baby mons already. I like Cleffa though cause the Clafariy line is very strong and mysterious

They all have moves that the evolved forms can't learn on their own. This is bad design though; back in 2017 when Snorlax was the most used mon in VGC it was cancer to breed because only Munchlax got Selfdestruct as an egg move which meant giving up the Everstone to hold an incense
