For the longest time, stealth rocks had the advantage of affecting everything and being able to reach full power with just one turn of setup.
But HDB means that not everything is hurt by SR and most mons that are weak to it are now immune. Mostly flying-types.
Also, nothing resists spikes. Great Tusk, king of the meta, takes only 1/32 damage from rocks, but takes 1/8 from just one layer of spikes, let alone 3.
Tusk, the best spinner in the meta, is also afraid to switch in on H-Samurott because it's weak to water.
Spikes already affects non-flying-types (who generally don't carry HDB) and with Gholdengo existing, it's easier than ever to keep your layers of spikes up and not have your 3 turns of setup wasted with 1 turn of Defog.
In a vacuum, they're around the same, and you could even say Kleavor is better, but the meta is much kinder to Samurott.
