But I don't see why that means they need to have breast, or non joint legs. Its not like they haven't given breasts like bumps to other characters so why stop now? Even then why keep the popeye arms or the non existent chest/shoulders? In the end it doesn't matter if I'm right or wrong about this.
The fact is this is the exact way they made Lopunny. They did not "hold back" or change anything, because there's nothing really stopping them. There's far lewder Pokemon out there over Lopunny, some even have lewdness in their overall lore which Lopunny does not. The joints, the arms, the torso, every bit is fine exactly the way it is and I cannot stand retards that think removing them in favor of generic anthro slop is an improvement.
