In general pure "evil" pokemon aren't generally allowed to exist past a pretty early gen. Its just that Hypno was one of the "evil mons" that gen 1 had and they just recycled dexes until USUM.
Even cases like Yveltal are kinda hard to gauge as one of its only fleshed out appearences just turns around and goes "nah he didn't mean it".

Stuff like Muk get a similar weird whitewashing to an extent in SM as well; treating it as a victim.
Could also be blamed on the game clearly just wanting to be contrary like with megas but I think its more reflective of the general franchise push to have mons always have excuses.

Also I remember the gen 1 anime showing off this same "concept". I think the Pokemon Fan Club had sleeping issues or some shit in that even.
The gen 1 dex being as it is definitely feels like a weird carry over from when there would be enemy only mons.

Multiple dexes refer to "studies" even in gen 1.
