I agree. This would be really cool. Maybe it's pre evo could be a brown calf. And then you give it a horseshoe and it evolves into minotaur. The pre evo would be called Minitar. We only have 1 cow pokemon (miltank) so another would be cool

My guess is they just want every gen feeling as fresh as possible, always adding something we haven't had before. Bet it's the same deal with the rest of the types Eevee doesn't have evolutions for, except that with those they are much more tight fisted.
