It is a saying but the use is stupid. It's not like they are releasing great games with no issues. If the current staff can not produce a good product in the timeframe needed because of anime and TCG releases maybe adding more cooks is the solution.

Don't like the switch lineup at all. Not sure how releasing a buggy unfinished mess is the result of over staffing though. I would understand that angle if the game felt loose in it's themes and designs. Maybe they hired too many devs and qa testers were overloaded?
I won't discard I can be wrong on this but it doesn't make sense to me.

Understaffing is a problem across the entire job market, not just the game industry. Hiring managers are too lazy to do their jobs, and less workers means more money in the executive's pockets, so nowadays you just have to accept slow and shitty customer service or stay home.

That's why I don't buy anything from understaffed businesses out of principle.

This sounds more that he doesn't like staff that are willing to call him out on poor decisions (game design, poor visuals and optimization). The smaller you keep the team, the more likely you won't hire "problem employees" that will rock the boat. It's probably why they hired freelancers to do character and pokemon models. Keep them in their own separate bubble so they can't comment on the base world being an ugly, unoptimized hellscape.
