It's a nature vs nurture thing, but with so little difference in the nurture part, it makes very little since to argue that he's a different person. The differences would be so small that it's not even worth mentioning in canon.
Arven knew very, very little about what his parent actually did as a researcher. We'll have to assume that Turo (V) raised his son exactly like Sada (S) did, which is "barely".

As far as I know, it's possible that the other parent wasn't involved in the research at all, but I could be wrong.
But yes, it is largely semantics. It's just that the top in the OP picture is based on information given by the game "in universe", while the bottom is just the logical conclusion that we can draw from knowing both games/"universes".
