Depends on the gen.
Overall best way to beat stall is to trick a scarf rendering one shit useless of the bat, then use a taunter or encore.
Use anti stall Pokemon.
V-create Victiny with energy ball = destroys skarm, clef, corvy, ferrothorn, blissey, amoogus, quag.
Keldeo with calm mind = destroys Hippo, Gliscor, Chansey, Ferrothorn, Porygon, skarm,
Lele with Psyshock = destroys Pex, amoogus, quag, blissey, sableye,
Tera Grass Meowscarada = destroys Dondozo, Garg, Clod, Alomomola, G-slowking, Ting Lu.

It’s actually the opposite.
Pokémon has been focused on hyper offense since gen 5.
Ban lists from unofficial formats forcing stall based metas will never change this.

Only if you don't count megas.
The bans in SV hurt every playstyle and not just Stall. What are you going to do against a speed-boosting Psychic type with recovery and the ability to change its type at will?
