feebas isn't an actual fish, but rather a planktonic octopus
also there's a theme of both firing weapons and suction. remoras have suckers for mouths and suck the ocean floor (or a fishtank) and octopi have suckers on their tentacles. as well as remoraid being a revolver and octillery being a tank. this was way more obvious in the beta and i wish it were actually kept

Beta Mantine looked more like an aircraft, it was probably meant to be a split evo from Remoraid. Which explains why it has Remoraid in its sprites in the old games

I think it's meant to be a little bit of both.
Remora attach themselves to manta rays. Guns can be attached to planes. So for a manta ray plane Pokemon, the guns can be remora.
