The source of the wealth and "Scott's" operations are more sinister than meets the eye. All of his facilities employ Legendary Pokemon when only one are thought to exist in the wild; this is because the organization he's attached to has access to cloning capabilities. This is also why the cloning glitch in Emerald, which requires the Battle Frontier, exists.
