Alternate theory: Nurse Joy is an alternate evolution of Chansey. In its quest to help heal more Pokemon it takes on a humanlike form and learns human language to interact with trainers. Compare to Team Rocket's Meowth who gave up most of its ability to use moves in exchange for talking. Also that Sinnoh folk story that Pokemon and humans once intermarried because they were the same, which implies some crossover between the two is possible. There's also that episode where Jessie revealed that she once went to Pokemon nurse school and the class was all Chanseys apart from her -- in that case where do Nurse Joys come from? The Chansey next to her in the pokecenter is not an assistant so much as an apprentice.

This excludes Paldea where the pokecenter attendants are just humans in a standardized outfit. There's no Chansey next to them, and there's one beauty who used to be a pokecenter attendant.

pokemon are canonically really bad at actually developing their abilities themselves a lot of evos probably barely ever occur in the wild at all and developing moves let alone actual tactics is also rare.
Meowth is just a meowth who learned how to talk still has the emotional volatility and mental limitations of a pokemon. smart enough to do a job and build giant mechas fighting power of some early route wild meowth and will ditch his team over a wink from a pretty girl.

To be honest, I'm finding it hard to locate any such statistics for USA. All the papers on "rate of consanguineous marriages in United States" or similar I can find immediately go off rails and talk about genetic, social and religious issues with it instead of providing any numbers.
