Pokemon have higher intelligence than your typical animal, correct?

I mean you can bark orders at them and they clearly understand what you're telling them. Even some pokemon that are based on real 'untrainable' animals like seagulls can follow orders. They also only listen to your orders if you have a certain number of badges, clearly showing they have an understanding of your battle prowess and whether or not to take you seriously.

Is it really such a stretch to say almost all pokemon have near-human level intellect?
