One of the most basic principles of a pokemon's viability is that you cant ever look at one individual part, and need to take into consideration its type, ability, movepool, and environment. Anyone who wasn't a foaming retard could tell you that a spammable move with good typing that sets fucking Spikes, would have a niche that no other Pokemon could replicate, and thus would be viable in modern OU.
Combine that with the fact that it's got a solid movepool, a way to answer any shortcomings it has, a good offensive typing, and an ability that powers up not only most of its moves, but that very same spammable move into EQ tier strength, good MUs vs a lot of threats in the tier, and you've got a solid mon even outside of its niche.
Also that stat spread isnt even that bad.
