This. It's a movie for toddlers, in a franchise for toddlers.
They aren't exactly thinking too deeply with a being like Arceus, but the lore powercreep of introducing the LITERAL gods of land, sea and sky in Gen 3 required them to get God Almighty out of the way ASAP no matter the cost.
