i don't think his character is shit, i think so much of his story is missing that you just can't tell- pic related.
although, in rose's defense, from analysing what we do already know we can sort of create an idea- although that's obviously not ideal. also, perhaps his arc in masters will elucidate some things

It's almost like there used to be an earlier script where he had an actual villanous motivation, which could have just been lust for power, but no. They had to sanitize it so that he could hang around in the postgame as wholesome big chungus dadbod. What an utter shitshow.

That was probably their goal but they didn't have enough time to properly write and implement it.
GF CAN write a good ending, they proved that with SV. Unlike SwSh, I suspect that they worked on the ending way earlier to be done with it and then cut corners in the midgame instead to stay within their ridiculous deadline.

Ideas behind Rose's character are neat - a rich businessman that is not actually evil or corrupt, but very shortsighted and with massive ego to prove everyone how important he is. Problem is that Gamefreak's writting is absolutely dogshit.

It's so weird it wraps around back into being good. The conflict is rather silly but Rose believes so deeply in it. I think that's the whole point. It's dramatic, Rose believes the region's fate rests in his hands, Rose even stares at his pokeball a bit like he doesn't want to hurt the Player just to add to the intensity of the battle, but ultimately the conflict isn't that big of a deal. The only way it could have been funnier is if Leon seemed to have died but it's actually just a fake out and he just got roughed up a bit.

Personally, I think they just need to make his hero complex a lot more apparent, inflate his ego so we can understand why he'd be so insistent on making sure that he's seen as a hero on the same day as probably the most "hyped" match in modern Galarian history.
Of course you'd also have to remove shit like him announcing he's starting the apocalypse too because like wtf
