if i complete a living dex on a physical crystal cart, can i pkhex those boxes onto a physical emerald cart?

would there be any save data repercussions or whatever

You can't, there isn't a legitimate way to transfer Pokémon from Gen 2 to Gen 3

There's a difference between legal and legitimate. A legal Pokémon isn't necessarily legitimate. If I catch a Mew in the Italian version of Pokémon Emerald by going to the Faraway Island with a cheat or a glitch the Pokémon is still legal as it's generated by code that is actually in the game. But since the event has never been released in Italy the Pokémon isn't legitimate.
Transferring Pokémon from Gen 2 to Gen 3 has never been possible, unless you resort so some dirty conversions that change the structure and the data of the Pokémon. For example, Crystal doesn't have IVs. You'd have to generate those with a custom formula. Therefore those Pokémon will never be legitimate.

Sure there is. You just transfer them from Gen 2 to Gen 3 with a self-made converter.

No, Pokemon have encounter data, ball data everything you can think of.
There was never a official way to move gen 2 to 3 you can remake the data from scratch but you can never make gen 2 conversion real or legal because the encounter data, ec, pid all of it will be read as gen 2 which isn't possible

I wanna add on to this Pkhex wont class the mew as legal even though you obtained via game data.
I know its a meme to say Just inject but pkhex follows the rules of the games. anything outside of them will be read as illegal unless the data isn't in the program

There is an official way to move Pokémon from gen 1/2 (VC) to gen 7 though. So, I'm pretty sure now everything is possible.
