Dewott feels like a finished design. it doesn’t feel like a final evolution but it does feel like the full realization of a creature who uses shells as weapons. any evolution that tried to stay bipedal would either change too little or introduce something new that doesn’t fit. this is why most Samurott redesigns suck.

You what? Dewott is a terrible design that barely progresses the line as a whole and fails to bridge the gap between its two stages. They literally said they didn't want Oshawott's evolutions to "just get bigger" and they did exactly that with Dewott. It's a failure by word of its own creator.
