There are so many cases like this now. I just gave up. Future Paradox Pokémon typing is even more retarded considering they are all metalic but only 1 (one) is steel type or something like that.

Florges is inspired by the French art nouveau of the Belle Epoque, and the clothing style of noble women at the end of the 18th century (in particular the well-known Marie-Antoinette), who liked to be inspired by flowers and nature.

It is a very logical and very inspired Pokémon, one of the most French in the gen 6 Pokédex.

It is very good and logical that the paradoxes of the future are not of the steel type, they are not robots as we could conceive of them today.
These creatures have complex materials that come from the future and do not have the same weaknesses and resistances as steel types.

For example Iron Thorns would be a Tyranitar in 1 billion years. It is impossible to predict what materials will be used in 1 billion years (or even if it is man who made them, or if the materials used are of terrestrial origin)

All these 3 make perfect sense for Lugia. Psychic was chosen just because it was the cool type, so it sounds non-negotiable to remove it. Therefore Psychic/Dragon sounds good enough. I'm not spoon feeding you anymore, go be dumb on your own.

Honestly, I think they slapped the ground typing on Sandy Shocks last minute because they forgot a paradox is supposed to have one new type, it just walks on the ground, no control or mastery over it, it gets even more metals now. It really does feel like it would just be electric-steel still.

this is more a showcase of how superfluous fairy type is that anything. if they were introduced in gen 5 or below, florges and comfey would both be grass type, because grass already encompassed nature and nature spirits. they got fairy type slapped on them because it was new and they needed to shill it. fairy has never had any coherent theming.

Before Gen 6, Dragon and Psychic ruled the meta, and Spiritomb was invulnerable due to it's Ghost/Dark typing.

Nowhere in any of florges' dex entries is it implied that she "generates" plants. She grows them. Like a gardener. Then she controls them to protect herself and her garden. There is no real reason why she should be grass type. It would make sense if she were but it's not really necessary.
