Its probably just one of the "Kitakami" characters, which is either Carmine and her brother or the guy who has the jacket that also shows up on multiple Kitakami area characters.
And isn't really featured in the new trailer despite being on this poster, you just see a quick few seconds of his back. Which might mean his character hides something I suppose.
