Can't really say I'm a huge fan of any of her in-game artwork, the suspenders and shorts are fucking great, and just blow this out of the water. (also her foot is sorta fucked, don't look at it too hard)
Penny's alright. She fits what she was made for, and like her hoodie a lot, but the backpack is fucking overkill and I wish it wasn't there. People freak out about the hair but it's honestly fine by anime standards. Like most SV characters, I think her in-game model is worse than her art - colours look more washed out and her hair is more blocky.
So yeah,
Anime Misty > Penny > Game Misty (probably FRLG > RBY > HGSS)
