The Kanto Rock Tunnel encounters and their evolutions + Ponyta are ubiquitous in Sinnoh.
445 encounter slots are devoted to just those Pokemon.
Zubat occupies 83 encounter slots
Geodude occupies 117 encounter slots
Graveler occupies 86 encounter slots
Machop occupies 16 encounter slots
Machoke occupies 50 encounters slots
Ponyta occupies 22 encounter slots
Onix occupies 40 encounter slots
Steelix occupies 31 encounter slots
Platinum is not that much better since Geodude still occupies 107 encounter slots (the same number of encounter slots that Rattata occupies in Pokemon Gold) and Zubat occupies 80 encounter slots. For comparison, the only Sinnoh Pokemon that occupy more encounter slots than Machoke are Bidoof with 56 encounter slots and Starly with 55 encounter slots. The five most common Kanto Pokemon in Hoenn combined occupy 221 encounter slots, with most of them coming from Tentacool and Zubat. Sinnoh essentially more than doubled the Kanto Pokemon spam from the previous Gen.
It doesn't even make sense from a lore standpoint. Yes, it should have less biodiversity than Hoenn since it's cold, but it has less biodiversity than the Crown Tundra and less biodiversity per routes than the Battle Zone to its North.
