I like it. It's a lot more cool to me that ghosts now use things like dead spirits as weapons for example over past designs which were just "it's a ghost" and that's about as far as it went most of the time

Well, the real reason is that Ice type was added at the last minute to balance the Dragon type so GF had to go back and retroactively add it to existing Pokemon since they were all finished already. So there didn't need to be much more justification than "Uh, it lives in cold water I guess."
