Through simple summation, Bulbaline would be top and Squirtline bottom but the reality is that the final evo scores should hold more weight and the mid stage less hence why it's so hard to claim any line as the incontestable best

Bulbasaur line is miles ahead of the other two.
original Kamex would perhaps have redeemed Squirtle line a little

I like all stages in the squirtle line because they're all unique in their own way, I thought that was cool. If they went with this it just makes wartortle/the mid stage obselete

Gen 1 had a few weird instances where three form Pokemon had their first two stages designed by one person who's clearly building up something design-wise and then the final evo being designed by another person who changed it.
