I ended up writing some lore for a failed project, but essentially "nuzlocke" rules were described as the Chanseian Party passing laws on Pokemon conservation (one mon per route) and mandatory rehabilitation after battles (fainted pokemon can't be used). The Braviarians were, of course, pissed at the encroachment on freedom.
