I agree, but i was expecting a bit more diversity in his team, like a hoothoot, i mean, we are in the FIRST NEW GYM of the NEW region, at least we get a rematch with him with a bigger and more diverse team

The problem is most Gen 2 Flyign types don't really his "vibe", Murkrow is too "evil", and Natu is too "weird". And Skarmory is just too strong. Hoothoot would have been great, (even the anime agrees), but I'm assuming they wanted the Noctowl family to be associated with the Sages

Nigger the ruins of the alph are right near falkner’s gym and that’s where you get natu, which if it were on his team may provoke you to investigate them more thoroughly to find one when your Pokédex tells you where they are. Murkrow I agree is pushing the theme.
