By being someone confident and cocky enough to engage in banter toward you without being antagonistic like people who are actually friendly rivals do with each other in real life instead of being a generic nice guy (Brendan, Cheren, Hau, Hop) or a generic asshole/edgelord (Silver, Bede, Gladion.) It also helps tremendously that he is highly competent in universe (unlike Barry, Hugh, Calem)
Nemona, Barry and Calem are probably the closest

Nemona could have been it if Gamefreak had the balls to go all out. They put the reigns on her hard early because she's supposed to be a mentor character rather than an outright rival. They should have let her use her real team and completely obliterate you after getting your starter. I don't think you ever get to fight her real team either despite that she's supposedly toying with you the entire time

I feel like in the 2nd DLC wave they'll have her as one of the facility boss fights or at least her stationed around there where you can fight her at what's presumed to be her full power, since that 2nd DLC seems to be all about battling (and Tera lore).

Don't get me wrong: A troubled rebel that fucks up badly through his journey and need to learn how to be a decent human being is a neat concept for a rival, but execution of Silver's character was probably the weakest part of GSC/HGSS.
