Sparkling power is better than getting a shiny charm, and stacking it with a shiny charm is broken. Going for outbreaks is overkill and almost not even worth the effort when just the sandwich itself is enough. If we're talking about pokemon that spawn in groups of 5, then it's already GG. This was already broken back in Gen 6 when there were no sandwiches or overworld shinies.
